The document states that the construction of the Huahai Energy Deqing Industrial Park natural gas cogeneration project should be steadily and orderly promoted, and the integrated development of natural gas and new energy should be advanced. By 2025, the total installed capacity of natural gas power generation will reach 240MW. The application of new energy vessels such as inland river LNG-powered and electric ships, as well as hydrogen energy vessels, will be vigorously promoted. By 2025, the Xijiang Energy LNG refueling station will be completed and operational, and the construction of the CNOOC Yuecheng LNG refueling station will be progressing in an orderly manner.

Implementation Plan for Carbon Peaking in Deqing County
In order to thoroughly implement Xi Jinping's ecological civilization thought, implement the major strategic decisions of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, as well as the deployment requirements of the provincial, municipal, and city governments, steadily and orderly promote carbon peaking work across the county with a systematic approach, accelerate the establishment of a green, low-carbon, and circular development economic system, this implementation plan is formulated based on actual conditions.
I. Main Objectives
During the "14th Five-Year Plan" period, significant progress will be made in adjusting and optimizing the industrial and energy structures of the county. The energy utilization efficiency of key industries will be greatly improved, the growth of coal consumption will be strictly controlled, the construction of a new-type power system will be accelerated, new progress will be made in the R&D and promotion of green and low-carbon technologies, green production and lifestyles will be widely adopted, and green and low-carbon living will be deeply ingrained in people's minds. By the end of 2025, the energy consumption per unit of regional GDP will decrease by 12.8% compared to 2020, the carbon dioxide emissions per unit of regional GDP will decrease at a rate that meets the targets set by the city, and the proportion of non-fossil energy consumption will steadily increase, laying a solid foundation for the county to achieve carbon peaking.
During the "15th Five-Year Plan" period, remarkable achievements will be made in the comprehensive green transformation of the county's economic and social development. A clean, low-carbon, safe, and efficient energy system will be initially established, the energy utilization efficiency of key energy-consuming industries will reach the advanced domestic level, a high-quality modern industrial system will be basically formed, and green and low-carbon production and lifestyles will be widely adopted throughout society. By 2030, the energy consumption per unit of regional GDP and the carbon dioxide emissions per unit of regional GDP will decrease at rates that meet the targets set by the city, the proportion of non-fossil energy consumption will steadily increase, ensuring the smooth achievement of the carbon peaking target before 2030.
II. Key Tasks
Based on the actual situation of Deqing County, and under the premise of ensuring economic development and energy supply security, carbon reduction measures will be proposed in multiple fields such as energy, industry, transportation, construction, energy conservation, and public participation. The goal of carbon peak will be integrated into all aspects and the entire process of economic and social development. Efforts will be made to vigorously implement actions focusing on green industrial quality improvement, planning and construction of a new-type energy system, collaborative enhancement of energy conservation and carbon reduction, carbon peak in key industrial sectors, carbon peak in urban and rural construction, carbon peak in transportation, carbon peak in agriculture and rural areas, circular economy to support carbon reduction, consolidation and enhancement of carbon sink capacity, green and low-carbon public participation, and phased and orderly carbon peak achievement.
(1) Promoting Green and Low-Carbon Industrial Development
1. Accelerating the optimization and upgrading of the industrial structure. Relying on Deqing Industrial Park, we will plan and layout the "One City, Two Parks" (Deqing Industrial New City, Prefabricated Building Industrial Park, and Food and Southern Medicine Industrial Park), and accelerate the construction of characteristic "parks within parks" such as the Guangdong Province Fan Industrial Park, Woodworking Intelligent Equipment Industrial Park, Modern Home Furnishing Industrial Park, and Food and Beverage Industrial Park. We will develop three leading industries: mechanical equipment, home furnishing and building materials, and food and southern medicine, promote the deep integration of modern service industries with advanced manufacturing and modern agriculture, and accelerate the digital, networked, and intelligent development of the service industry.
2. Accelerating the cultivation of low-carbon emerging industries. We will focus on developing green industries such as energy conservation and environmental protection, clean production, clean energy, green upgrading of ecological environment and infrastructure, and green services, and accelerate the cultivation of emerging industries such as low-carbon, zero-carbon, and negative-carbon technologies. Efforts will be made to develop carbon-free technologies and equipment for renewable energy, as well as carbon reduction technologies and equipment for key industries such as cogeneration, chemicals, ceramics, and cement. We will promote the development of industries such as decentralized rooftop PV power generation, wind power generation, and decentralized wind farms, fully leverage the advantages of high forest coverage, adhere to the concept of low-carbon and green development, accelerate the development of green industries, and consolidate industrial advantages.
3. Resolutely curbing the blind development of "two high" projects. We will earnestly implement national and provincial industrial planning and policies, adhere to using industrial, environmental protection, and energy consumption policies as constraints for project access, and strictly conduct environmental impact assessments and energy conservation reviews for "two high" projects. We will further optimize the industrial and energy structures, follow the path of green and low-carbon, high-quality development, force enterprises to accelerate transformation and upgrading, and promote green and low-carbon development.
(2) Fully Promoting the Planning and Construction of a New-Type Energy System
4. Accelerating the development of new energy. We will empower new quality productive forces with the high-quality development of emerging new energy industries, gradually reduce the proportion of primary energy consumption such as coal and natural gas, and scientifically plan renewable energy sources such as PV and wind power. We will play the "green energy card" by optimizing the development model of new energy sources such as PV and wind power, leveraging the important roles of Defa Group and the County Public Resources Trading Center in new energy development, and strengthening the coordinated management of PV and wind power resources. We will actively develop PV power generation, treating the development of PV projects as a crucial measure to rapidly enhance power supply regulation capabilities and the local supply of "green electricity". We will accelerate the construction of the Maxu Green Beauty PV Demonstration Town and the Zhaoqing Deqing Fengcun Town PV Composite Project, leading by example to promote the development and utilization of rooftop distributed PV across the county. We will fully tap into ground and rooftop PV resources, strengthen the utilization of rooftop PV resources on public buildings such as party and government organs, public institutions, public schools, public hospitals, and state-owned enterprises, and encourage the construction of integrated PV buildings.
5. Strictly and reasonably control the growth of coal consumption. We will promote the reduction, substitution, and transformation and upgrading of coal consumption, vigorously reducing non-power generation coal consumption. We will implement the monitoring, early warning, and consultation and scheduling mechanisms for dual controls on energy consumption and energy intensity by relevant county departments, conducting monthly monitoring and quarterly early warnings. We will enhance the construction and application of online energy consumption monitoring systems for key energy-consuming units, focusing on monitoring enterprises with abnormal or highly fluctuating energy consumption data. On the premise of ensuring gas supply availability and affordable prices, we will scientifically and orderly promote the conversion of coal-fired boilers to natural gas in cement plants and self-supplied coal-fired boilers, as well as scientifically advance the conversion of coal to electricity through the construction of on-site PV projects. We will guide the cement industry in planning a path for green and high-quality development, guiding enterprises in implementing technical transformations to reduce coal consumption on their existing production lines. We will strengthen risk management and control to ensure the safe, stable supply and smooth transition of energy, strictly and reasonably controlling the growth of coal consumption during the "14th Five-Year Plan" period, and gradually reducing coal consumption during the "15th Five-Year Plan" period.
6. Reasonably regulate oil and gas consumption. We will strictly control the increase in coal consumption, orderly guide natural gas consumption, leverage the supporting and transitional role of natural gas in the low-carbon transformation of the energy structure, improve the long-term mechanism for ensuring supply and stabilizing prices of natural gas, steadily and orderly promote the construction of the Huahai Energy Deqing Industrial Park natural gas cogeneration project, and promote the integrated development of natural gas and new energy sources. By 2025, the total installed capacity of natural gas power generation will reach 240MW. We will vigorously promote the application of new energy vessels such as inland river LNG-powered and electric vessels, as well as hydrogen-powered vessels. By 2025, the Xijiang Energy LNG refueling station will be operational, and the construction of the CNOOC Yuecheng LNG refueling station will be progressing in an orderly manner. We will comprehensively promote the efficient utilization of natural gas in urban gas, industrial fuels, gas-fired power generation, transportation fuels, residential living, commerce, and other fields. By 2025, the estimated consumption of natural gas will reach 96 million m³.
7. Accelerate the construction of a new-type power system. The new energy supply and consumption system is expected to be planned and constructed based on key power generation projects, supported by clean, efficient, and advanced coal-fired power plants in surrounding areas, and carried by a secure and reliable power grid system. Intelligent distribution network construction will be carried out, and diversified investments in building smart microgrids primarily for new energy consumption will be encouraged. Active participation in the Bay Area energy supply network construction will be pursued, with accelerated progress on the 500 kV Deqing Station and vigorous efforts to commence construction of 220 kV substations. The power grid dispatch and operation level will be enhanced, prioritizing the dispatch and utilization of new energy while ensuring grid safety, thereby improving new energy consumption and safe operation capabilities. The flexible regulation capacity of the power supply side will be strengthened, aiming to include the Deqing Shicao Pumped Storage Project in the 15th Five-Year Energy Development Plan.
8. Strengthen the planning and layout of new-type ESS power stations. Implement the national new energy security strategy, promote high-quality energy development, facilitate the scientific and rational allocation of new-type ESS in new energy bases, and drive the high-quality development of the new-type ESS industry. Expand diversified applications of new-type ESS tailored to local conditions, promote the co-construction of new-type ESS with new energy generation, guide the rational layout of standalone ESS through planning, and encourage the development of user-side ESS. Enhance planning coordination, standardize project management, optimize grid connection access, continuously improve project reserve layouts, and accelerate the construction of the Zhichu Deqing Yuecheng 200 MW/400 MWh Standalone ESS Project and the Zhichu Deqing Industrial Park 200 MW/400 MWh Standalone ESS Project.
(III) Energy Conservation and Carbon Reduction Synergy Action
9. Strengthen energy conservation and carbon reduction management capabilities. Strictly enforce the dual controls on total energy consumption and intensity, rigorously evaluate and review energy efficiency for new high-energy-consuming and high-emission projects, ensuring that new projects meet industry-leading energy efficiency standards in principle. Conduct coal consumption surveys for coal-related enterprises and establish a county-wide coal consumption database. Promote technological upgrades, energy substitution, capacity integration, and innovation demonstration in coal-related enterprises, implement energy conservation and carbon reduction initiatives, and significantly boost the pullback in the county's total energy consumption growth rate. Establish an interdepartmental energy conservation and carbon reduction supervision mechanism, utilizing administrative penalties, credit regulation, tiered electricity prices, and other measures to enhance regulatory constraints. Explore regional energy conservation and carbon reduction mechanisms, integrating them with regional industrial and energy structures to drive comprehensive improvements in regional energy efficiency.
10. Promote pollution reduction and carbon reduction synergy. Focus on industrial clean production, strengthen coordinated control of greenhouse gases and air pollutants, and build a collaborative control framework at the policy planning, technical standards, data statistics, and assessment mechanism levels. Accelerate the application of pollution and carbon reduction technologies to reduce waste generation and emissions at the source, and implement coordinated pollution and carbon reduction governance in industries such as power and building materials. Relying on the Deqing Industrial Transfer Industrial Park, and with information services and information technology industries as the leading sectors, we will build an industrial park that integrates data centers, application R&D, software and information services, and high-end electronic product manufacturing.
11. Strengthen energy conservation and carbon reduction in key energy-consuming units. Strengthen the management of projects with high energy consumption, high emissions, and low efficiency, and enhance energy conservation supervision and online energy consumption monitoring. Continuously promote the upgrading and transformation of existing projects with high energy consumption, high emissions, and low efficiency, further tap into the potential for energy conservation and emission reduction in existing projects, strictly carry out energy consumption benchmarking inspections and energy conservation diagnoses, and eliminate outdated process technologies and production equipment that do not meet the requirements for green and low-carbon transformation and development in accordance with laws and regulations. Guide key energy-consuming units to deeply tap into the potential for energy conservation and carbon reduction, and encourage enterprises to utilize digital and intelligent technologies to enhance energy and carbon emission management. Establish an energy efficiency-oriented incentive and restraint mechanism, comprehensively utilize various means such as taxes, prices, and subsidies to promote advanced and efficient product equipment, and eliminate outdated and inefficient equipment. Strengthen energy conservation reviews and daily supervision of key energy-consuming equipment, promote the construction of online monitoring systems, enhance energy efficiency monitoring of key energy-consuming equipment, and severely crack down on illegal and non-compliant enterprises and users.
(IV) Carbon Peak Action in Key Industrial Sectors
12. Promote carbon peak in the cement industry. Relying on Guangzhou Shijing Deqing Cement Plant Co., Ltd., we will focus on developing green cement and encourage the cement industry to transform towards intensification, productization, and low-carbonization. Further implement regular staggered production in the cement industry and promote the implementation of the second-generation cement technology and equipment standards. Strengthen the substitution of raw materials and fuels, reduce the proportion of fossil energy consumption, encourage the co-processing of household waste, industrial waste residues, and other wastes in kilns, and reasonably control carbon emissions during the clinker production process. Strengthen the R&D and application of low-carbon building materials such as new-type gel materials and low-carbon concrete, and encourage the carbon footprint assessment of cement products. Strive to significantly increase the proportion of cement industry capacity in the county that reaches the national energy efficiency benchmark level by 2030, and reduce carbon emissions per unit of cement clinker by 8% compared to 2020.
13. Promote carbon peak in the ceramic industry. On the premise of ensuring gas supply availability and affordable prices, scientifically and orderly promote the application of electric kilns and coal substitution processes for spray towers, and increase the proportion of clean energy consumption. Promote low-carbon energy-saving technologies such as large-scale tunnel kilns and roller kilns, dry powder preparation for ceramic production, and continuous ball milling processes, strengthen the R&D and application of low-carbon products such as thin architectural ceramic tiles (boards), lightweight sanitary ceramics, and foamed ceramics, and encourage the carbon footprint assessment of ceramic products. Promote the equipment renewal and upgrading of ceramic enterprises, vigorously promote the upgrading and transformation using digital and networking technologies, promote the digitization of production equipment, focus on implementing energy-saving transformations of high-energy-consuming equipment systems, deeply promote energy-saving transformations of industrial systems in production processes, and accelerate the promotion of system optimization process technologies such as raw material optimization, energy cascade utilization, recyclability, and process reengineering. By 2030, the proportion of the ceramic industry's capacity in the entire county that meets the national benchmark level of energy efficiency will significantly increase.
14. Promote carbon peak in the metal processing industry. Accelerate the construction of the Xijiang Advanced Manufacturing Corridor, develop a metal manufacturing industry centered on wind turbines, motors, stainless steel, aluminum extrusions, etc., and form a metal processing industry development system with a focus on Zhaoqing Deqing Wind Turbine Industry, Meide Yachang (Deqing) Pipe Industry, Deqing Jintai Casting, etc. Strive to create a wind turbine industry cluster in Guangdong Province, leverage the advantages of Guangdong's wind turbine manufacturing industry, accelerate the integration of wind turbine manufacturing resources within and outside the province, and promote the high-quality development of the wind turbine manufacturing industry cluster. Comprehensively promote cleaner production, improve the scrap metal recycling system, apply environmentally friendly and harmless technologies, and carry out the recycling, dismantling, and transportation back to the furnace of scrap machinery, scrap steel, metal off-cuts, etc., to promote the large-scale and efficient utilization of renewable resources. Strive to build a low-carbon and green manufacturing system, and promote the development of metal products towards green and environmentally friendly directions.
(V) Carbon Peak Action in Urban and Rural Construction
15. Green and Low-carbon Action in Architectural Design. Seize the opportunity of cultivating typical towns in the "Hundred Thousand Million Project" and focus on the requirements of "prosperity, cleanliness, greenness, beauty, strength, and governance" to fully promote the green and low-carbon new urbanization construction in Guanxu Town, Maxu Town, Yongfeng Town, and Yuecheng Town, improve public facilities, and enhance service levels. Optimize the urban-rural spatial structure, adopt green building design, construction acceptance standards for different types of civil buildings, encourage the development of green buildings, and ensure that all newly built civil buildings in towns and cities are constructed in accordance with green building standards. Large public buildings, office buildings of government agencies and institutions, and other public buildings invested in with state funds shall be constructed in accordance with one-star or above green building standards. Implement ultra-low energy consumption building standards, and prioritize the construction of government-invested projects using ultra-low energy consumption building standards. Compile a special plan for the development of green buildings, strictly review the design and construction drawing design documents of green building projects in accordance with the "Guangdong Province Green Building Design Code," and carry out green building acceptance. By 2025, strive to achieve the goal of all newly built buildings in towns and cities in the entire county being constructed as green buildings, with the proportion of star-rated green buildings reaching over 30%, and all newly built government-invested public welfare buildings and large public buildings meeting star-rated standards or above.
16. Green and Low-carbon Action in Architectural Construction. Promote green and low-carbon construction throughout the county, dynamically manage the construction process, and explore the establishment of a construction energy consumption quota system. Encourage the adoption of green building technologies such as intelligent construction technologies, energy-saving building technologies including ultra-low energy consumption, prefabricated buildings, and green decoration technologies to promote the steady development of green buildings. Accelerate the energy-saving renovation of residential and public buildings, and continuously promote the energy-saving and carbon-reducing renovation of municipal infrastructure such as old pipe networks. We will accelerate the promotion of ultra-low energy consumption and zero-carbon buildings, drive the energy-saving retrofitting of old buildings and the popularization of green construction methods, optimize the energy consumption structure of buildings, comprehensively promote the coverage of rooftop PV in industrial and public buildings and the application of smart energy, significantly increase the electrification rate, and achieve low-carbonization and energy efficiency optimization of buildings. We will guide home building material enterprises such as Guangdong Hengrun Home Furnishings, Guangdong Lizun Construction, and Guangdong Zhihao Construction Formwork in utilizing construction waste to produce building materials and engage in disassembly recycling, promote the resourceful utilization of construction waste, improve the utilization rate of recyclable materials, and reduce the consumption of building materials. By 2025, the proportion of prefabricated buildings in the newly constructed building area of the year will reach over 35%, with the proportion of prefabricated building area in government-invested projects reaching over 70%. By 2030, the loss rate of building materials at construction sites will be reduced by over 20% compared to 2020, and the resourceful utilization rate of construction waste will strive to reach 55%.
17. Green and Low-Carbon Actions for Building Operations. We will strengthen energy conservation in public buildings such as public institutions, large shopping malls, and hotels, improve the intelligent management level of energy conservation in public institutions, and focus on the management of energy consumption quotas in public buildings such as government offices, schools, hospitals, shopping malls, and hotels. We will promote green property management and enhance the overall technical level of building property management. New buildings will implement green building publicity and establish a user evaluation and feedback mechanism for green buildings. Dynamic management will be implemented for star-rated green buildings. We will continuously improve the energy efficiency standards of energy-consuming equipment, with energy efficiency standards for various types of building energy-consuming equipment being updated based on advanced domestic and overseas energy efficiency levels, and strictly eliminate low-efficiency equipment. By 2030, the energy consumption per unit building area and per capita energy consumption of public institutions will meet the targets set by the province and city.
18. Green and Low-Carbon Actions for Building Energy Consumption. We will increase the proportion of clean electricity consumption in building energy consumption, continuously expand the scale of renewable energy applications in buildings, and actively promote the application of technologies such as solar PV, solar thermal, and air-source heat pumps in buildings. We will improve the energy infrastructure for urban and rural residents and increase the gas penetration rate for urban and rural residents. By 2025, the replacement rate of renewable energy in urban buildings will reach 8%, the proportion of electricity consumption in building energy consumption will reach 80%, and the rooftop PV coverage rate of newly constructed public institution buildings and newly constructed factory buildings will strive to reach 50%.
19. County-wide Rooftop Distributed PV Development Actions. We will steadily promote the rooftop distributed PV development work in 13 towns (subdistricts) across the county. Following the principles of "adapting to local conditions, being clean and efficient, decentralized layout, and nearby utilization," we will develop and utilize distributed PV for eligible rooftop resources and explore effective models suitable for promotion. We will closely integrate the development of rural rooftop distributed PV with the rural revitalization strategy and the "Hundreds, Thousands, Millions Project," forming a benign interactive development pattern. By 2030, we will strive to establish Maxu Town as a green and beautiful PV demonstration town.
(VI) Carbon Peak Action in Transportation
20. Build a green and efficient transportation system. We will vigorously develop intelligent transportation, strengthen the monitoring of traffic conditions, and guide citizens to travel in an eco-friendly manner and choose reasonable travel routes. We will actively promote the construction of the "Golden Waterway" along the Xijiang River, accelerate the adjustment of the transportation structure. By 2025, the Jiushi General Terminal and the Yuecheng General Terminal will be completed, which is of great significance for the development of green water transportation, the support for major infrastructure projects in the Guangdong-Hong Kong-Macao Greater Bay Area, the promotion of industrial transfer, and the driving of economic development in the hinterland. By 2026, the relocation project of the first-class bypass highway of National Highway G321 in Deqing County, Zhaoqing City, will be completed. After the completion of the project, it will further improve the national highway trunk network in Zhaoqing, effectively alleviate the traffic pressure on the section of National Highway G321 passing through Deqing County, and greatly improve the traffic conditions in Deqing County. At the same time, it will meet the high-quality highway transportation needs of areas along the route and further improve the transportation infrastructure of the Deqing Chengdong Industrial Park. We will accelerate the green development of urban and rural logistics and distribution, promote a green, low-carbon, intensive, and efficient urban logistics and distribution service model, and encourage enterprises to gradually increase the proportion of NEVs through diversified forms such as financial leasing, battery separation, and leasing instead of purchasing. We will actively cooperate in the preliminary work for the construction of the Liuzhou-Guangzhou Railway, the Deluo Expressway, and the Deqing-Qingyuan Expressway. By 2030, the "Deqing Integration into the Greater Bay Area" road network will be further expanded.
21. Promote the low-carbon transformation of transportation equipment. We will actively expand the application of clean energy such as electricity in the transportation sector, guide and promote the electrification substitution of taxis, private cars, official vehicles, urban public service vehicles, and light logistics and distribution vehicles, and gradually reduce the proportion of traditional internal combustion engine vehicles. By 2025, more than 1,400 shared electric bicycles will be put into use, effectively alleviating the parking difficulties for citizens' short-distance green travel. We will accelerate the construction and renovation of LNG-powered ships and the layout of inland river LNG refueling terminals, and continuously promote the construction of two LNG refueling stations: the Deqing Yuecheng LNG Ship Refueling Station Project and the Phase I of the Xijiang Energy Hub Center (Deqing) Project. By 2030, the proportion of newly added transportation means powered by new energy and clean energy will reach about 40%, and the sales of electric passenger vehicles will strive to reach over 30% of the sales of new passenger vehicles. The carbon emission intensity per unit transportation turnover of operating vehicles and ships will decrease by about 10% and 5% respectively compared to 2020, and the petroleum consumption in land transportation will strive to peak.
22. Build a green transportation infrastructure network. We will integrate the concept of green and low-carbon into the entire process of transportation infrastructure planning, construction, operation, and maintenance, reduce carbon emissions throughout the life cycle, and actively promote the green transformation of transportation hubs and terminals. We will accelerate the layout of urban and rural public charging and battery swapping networks, and orderly promote the construction of infrastructure such as charging and battery swapping stations (piles) and supporting power grids. By 2025, all townships in the county will achieve 100% coverage of public charging piles, with 320 charging piles and 450 charging guns built. We will actively construct intercity charging networks, coordinate with highway operation and management units to build fast charging stations in highway service areas, and strive to achieve 100% coverage of fast charging stations in highway service areas across the county by 2025. We will promote the integration of transportation and information infrastructure, accelerate the construction of 5G networks along transportation arteries, at important transportation hubs, and in hotspot transportation areas, and vigorously promote the construction of smart lampposts. We will optimize the timing of traffic lights in urban areas using "Internet + big data," implement micro-circulation and micro-renovation of traffic organizations, and improve traffic signs and markings. We will integrate green, energy-saving, and low-carbon principles throughout the planning, construction, operation, and maintenance of transportation infrastructure, effectively reducing energy consumption and carbon emissions throughout the life cycle of transportation infrastructure construction.
(VII) Carbon Peaking Action in Agriculture and Rural Areas
23. Enhancing agricultural production efficiency and energy efficiency. We will strictly adhere to the red line for cultivated land protection and fully implement special protection policies and measures for permanent basic farmland. We will promote the construction of high-standard farmland, comprehensively develop agricultural mechanization, and enhance overall agricultural production efficiency and energy efficiency. We will implement standardized agricultural production in rural areas, support the construction of hardware infrastructure such as new seedling nurseries, warehouses, drying yards, and farmland water conservancy facilities, adhering to the principles of equal emphasis on new construction and renovation, construction quantity and quality, engineering construction and post-construction management and maintenance, and capacity enhancement coordinated with green development. We will control and reduce plastic film usage and actively explore alternative technologies for plastic film, improving the recycling rate of plastic film. We will implement scientific irrigation to enhance crop yield and quality while reducing water resource waste. We will implement actions to reduce the use of chemical fertilizers and pesticides, increase the promotion of organic fertilizers as substitutes for chemical fertilizers, green manure planting, and straw returning to fields, reducing chemical fertilizer usage and improving fertilizer utilization rates. By 2025, the utilization rate of chemical fertilizers for rice will remain stable at over 40%, and the construction of 5,500 mu (approximately 366.67 hectares) of high-standard farmland will be completed.
24. Accelerating the transformation of energy use patterns in agriculture and rural areas. Adhering to the principles of ecological priority and green development, we will support the development and utilization of new energy in rural areas, promoting cleaner and lower-carbon energy use in agricultural production, rural life, and rural transportation. We will accelerate the utilization of renewable energy sources such as biomass, solar, wind, and small hydropower in agricultural production and rural construction. We will accelerate the scrappage and renewal of old agricultural machinery, promote the use of advanced and applicable low-carbon and energy-saving agricultural machinery and equipment, and reduce fossil energy consumption and carbon dioxide emissions. We will promote energy conservation and carbon reduction in agriculture, promoting energy-saving and low-carbon agricultural greenhouses, electric agricultural vehicles, energy-saving and environmentally friendly stoves, and energy-saving and environmentally friendly agricultural machinery. We will vigorously develop low-carbon agricultural models such as agri-PV complementary, aqua-PV complementary, and PV + facility agriculture. By 2025, the power supply reliability of rural power grids will reach 99.9%.
25. Enhance agricultural carbon emission reduction and carbon sequestration capabilities. Promote carbon emission reduction and carbon sequestration in agriculture and rural areas, and facilitate the construction of agricultural ecological civilization. Implement projects to reduce the use of agricultural inputs, breed high-yield and low-emission varieties, strengthen water and fertilizer management, and promote technologies such as intermittent rice irrigation, water-saving irrigation, and the application of slow-release fertilizers to control greenhouse gas emissions such as methane and nitrous oxide. Strengthen the resourceful and energy-based utilization of crop straws and livestock and poultry manure, and improve the comprehensive utilization level of agricultural waste. Launch initiatives to improve cultivated land quality, and continuously increase soil organic carbon stocks through agricultural technology improvements, adjustments in planting patterns, and the implementation of measures such as conservation tillage, returning straws to fields, and returning organic fertilizers to fields, thereby promoting agricultural carbon emission reduction and carbon sequestration.
(VIII) Circular Economy-Assisted Carbon Reduction Initiatives
26. Promote the circular development of industrial parks. Vigorously accelerate and enhance the efficiency of the construction of Deqing Industrial Park, aiming to improve resource output and recycling rates, optimize the spatial layout of the park, and carry out circular transformation of the park. Encourage the implementation of industry chain-based investment attraction and chain-complementing investment attraction, construct and introduce key projects that link or extend the industry chain, reasonably extend the industry chain, and achieve interconnection, interlocking, and closed-loop material circulation among projects, enterprises, and industries, maximizing the utilization of materials, and promoting the reduction, reuse, and recycling of raw material inputs and waste emissions, as well as the recycling and harmless treatment of hazardous wastes.
27. Improve the resource recycling system. Guided by the development philosophy of innovation, coordination, greenness, openness, and sharing, continuously promote the reduction of solid waste at its source and its recycling, minimize landfill volumes, and minimize the environmental impact of solid waste. Strengthen the standardized management of the comprehensive utilization industry of renewable resources and promote the clustered development of the industry. Strengthen the promotion and application of resource-regenerated products and remanufactured products. Vigorously promote the construction of "zero-waste cities" and drive the standardized, large-scale, and clean utilization of renewable resources. Encourage the recycling of emerging industrial wastes such as PV modules and wind turbine blades. Encourage the implementation of the "Internet + recycling" model and establish a sound resource recycling system that integrates online and offline operations and has controllable waste flows.
28. Vigorously promote the reduction and recycling of waste. Promote the full-chain management of waste classification, collection, transportation, and treatment, strengthen the classification and recycling of household waste, accelerate the establishment of a county-wide urban and rural household waste collection, transportation, and disposal system, and fully achieve waste classification, collection, transportation, and treatment. We will conduct inspections and rectifications of garbage dumping sites to promote the reduction of household waste at its source. We will clear garbage along riverbanks and lake shores, improve sewage treatment facilities and pipeline networks, and promote the recycling of sewage. We will actively promote the utilization of unconventional water sources and recycled sewage, and reasonably plan infrastructure for the reuse of recycled water. By 2030, we aim to achieve full coverage of household waste classification in cities and increase the proportion of recycled household waste to 65%.
(IX) Action to Consolidate and Enhance Carbon Sequestration Capacity
29. Consolidate and enhance carbon sequestration in forest ecosystems. Strictly adhere to the ecological protection red line and strengthen the protection of forest resources. Enhance the carbon sequestration capacity of forest ecosystems, fully utilize suitable greening spaces to expand the scale of new forests, and optimize the structure of existing forests. Accelerate the construction of national reserve forests, leverage the role of state-owned enterprises, and continuously increase the acquisition and storage of high-quality forest land and trees. Scientifically formulate forest management plans for our county, and implement precise management measures such as forest tending and large-diameter timber cultivation. Actively participate in the market mechanism for forest carbon sequestration, strengthen policy research and talent team building for forest carbon sequestration, and promote the development and utilization of forest carbon sequestration. By 2030, the forest coverage rate of the entire county will be maintained at over 70%, with an annual growth of forest volume reaching 350,000 m³ and forest stock volume maintained at over 8.8 million m³.
30. Consolidate the carbon sequestration role of ecosystems. Accelerate the establishment of a territorial spatial planning system and construct a territorial spatial development and protection pattern conducive to achieving carbon peak and carbon neutrality. Strengthen the restoration and management of degraded land to restore and improve its ecological functions. Strengthen the management of ecological protection red lines, enforce strict controls on the use of natural ecological spaces, prioritize the maintenance of ecosystem functions, and prohibit or restrict large-scale and high-intensity industrial and urban construction. Strictly enforce land use standards, strengthen evaluations on economical and intensive land use, and promote land-saving technologies and models.
(X) Nationwide Green and Low-Carbon Action
31. Strengthen nationwide publicity and education on green and low-carbon development. Implement the concept of green and low-carbon development, carry out themed publicity activities through National Ecology Day, World Earth Day, World Environment Day, World Meteorological Day, Energy Conservation Publicity Week, and National Low-Carbon Day, comprehensively introduce green and low-carbon knowledge to the public, promote green and low-carbon practices in "communities", "enterprises", and "government agencies", enhance the public's awareness of green and low-carbon development, and make the concept of ecological civilization more deeply rooted in people's hearts.
32. Promote a green and low-carbon lifestyle. Vigorously advocate for a green and low-carbon production and lifestyle, and resolutely resist wasteful behavior. Promote a healthy and thrifty food culture, advocate for moderate consumption, encourage the use of environmentally friendly decoration materials, guide urban and rural residents to widely use energy-efficient appliances and water-saving devices, continue to promote energy conservation, water conservation, and paper conservation in government agencies, and vigorously promote energy-saving technological transformations. We will intensify efforts to promote the use of NEVs and the construction of charging piles among Party and government organs. We will comprehensively implement water-saving appliances, actively participate in water conservation activities, and enhance the awareness of water conservation among officials and staff. We will take the lead in fully implementing a household waste classification system, restricting the use of disposable office supplies, and promoting a simple, moderate, green, and low-carbon work and lifestyle among Party and government organs.
33. Guide enterprises in fulfilling their social responsibilities. Guide enterprises to actively adapt to the requirements of green and low-carbon development, strengthen their awareness of environmental responsibilities, enhance energy and resource conservation, and improve their level of green innovation. Advocate for enterprises to implement green procurement and green office practices, encourage the recycling of office supplies, promote electronic office work and online meetings, and reduce ineffective lighting. Encourage enterprises to actively implement green procurement and green office practices, extensively use green-certified products that are recyclable, low-carbon, renewable, and organic. Key energy-consuming enterprises should fully play a leading and exemplary role, take the lead in reducing outdated production capacity, formulate and implement carbon peak plans, and actively promote green and low-carbon transformation.
34. Strengthen the training of leading cadres. Incorporate the study and implementation of Xi Jinping Thought on Ecological Civilization as an important part of cadre education and training, and conduct carbon peak and carbon neutrality training for relevant competent departments, management personnel in related fields, and technical support teams in stages and at multiple levels to promptly enhance the professional literacy and operational capabilities of leading cadres engaged in green and low-carbon development-related work. Strengthen the requirements for the comprehensive quality and operational capabilities of leading cadres engaged in green and low-carbon development work, enhance their professional capabilities, and effectively strengthen their ability to manage green and low-carbon development.
(XI) Action for Sequential and Orderly Carbon Peaking
35. Formulate carbon peak targets scientifically and reasonably. Based on our county's economic development stage, resource endowment, industrial structure, and emission reduction potential, and taking into account regional industrial structure differences and economic development rhythms, set reasonable carbon peak targets. As our county belongs to an area with a relatively low level of economic development, we will adhere to green, low-carbon, and circular development in the future, resolutely curb the blind development of high-energy-consuming, high-emission, and low-level projects, and enter the carbon peak plateau as soon as possible.
36. Promote green and low-carbon development according to local conditions. Based on our county's resource endowment, industrial foundation, ecological environment, and other actual conditions, leverage the main role of Deqing Industrial Park in promoting the high-quality economic development of our county, adopt strategies and measures suitable for the local area, and promote the green transformation of the economy and society.
III. Policy Guarantees
Implement the major decisions and deployments of the state, province, and city on carbon peaking, and implement the relevant work requirements of the county party committee and government; the County Development and Reform Bureau will strengthen the overall deployment and systematic promotion of various tasks, establish a cross-departmental and regular work promotion mechanism, coordinate major matters involving cross-departmental functions, and dynamically track and regularly coordinate and promote major matters. Relevant county-level units should, in accordance with their job responsibilities, carry out carbon peak work in their respective fields, ensuring that all tasks are assigned, supervised, implemented, and yield results.
